Finding Randy Leach

My sister and I are writing a book about the disappearance of Randy Leach from Linwood, Kansas in April of 1988. Neither he nor his car have been seen since. Randy was the only child of Harold and Alberta Leach of Linwood.
I was wondering about the legalities of publishing actual names of people involved in the case and also, I am up for suggestions on how to approach the book.
